For government agencies and large, records-intensive organisations, a major digitisation project is not simply a scanning exercise. It is a controlled operation involving diverse, sensitive and sometimes unknown records, chain of custody, production at scale, rigorous quality assurance and reliable delivery against contractual requirements.
Selecting the right provider means looking beyond equipment, throughput and price. The underlying processes, security arrangements and evidence of performance are equally important.
Micro Image has delivered major digitisation projects for the Department of Veterans’ Affairs (DVA), the National Archives of Australia (NAA), Department of Defence (DoD) and The Reserve Bank of Australia, demonstrating its capability to manage complex, high-volume work in demanding government and regulatory environments.
For procurement teams preparing a Request for Quotation (RFQ), four areas deserve particular attention.
1. Security, confidentiality and chain of custody
A digitisation provider must demonstrate how records remain secure, traceable and accounted for throughout the project — from collection and storage through preparation, scanning, quality assurance and final return.
RFQ considerations:
Micro Image is a security-approved provider and a member of the National Archives of Australia’s digitisation panel. Our processes are designed to maintain control and accountability throughout the digitisation lifecycle. Panel appointment ensures we meet the necessary data, cyber, physical, personnel, records handling and digitisation security protocols for the federal government.
2. Production methodology and quality assurance
At scale, small error rates can affect substantial volumes of records. Quality assurance must therefore be embedded in the production methodology, not treated as a final spot check.
A robust approach should define how every page is accounted for, captured to specification, indexed correctly and returned in its original order. Digital outputs should also be validated against agreed requirements, with exceptions documented and resolved.
RFQ considerations:
Micro Image applies structured production and quality assurance processes, supported by specialist technology, trained personnel and project oversight. We have met agreed project KPIs and service level agreements on every project, and achieve among the lowest error rates in the industry. Our operators check every page and we work with our clients, often on-site, to deploy a multi step quality assurance approach, in real time as required.
We can discuss the supporting performance evidence and quality controls directly with prospective clients. We also often recommend a pre-project pilot for process testing, and can work with clients to determine best-practice additional protocols for cultural, confidential and sensitive documents or images.
3. Capacity and proven delivery at scale
A provider’s ability to scan quickly is only one measure of capability. Large projects also require resource planning, secure facilities, workflow management, contingency arrangements and the ability to sustain performance against demanding deadlines. Investment into appropriate equipment and specified, agreed digitisation methods should be clearly outlined to ensure the integrity of originals in the collection is maintained if required.
Micro Image’s experience includes many significant Australian government projects:
Micro Image also opened and operated the commercial scale Digitisation Hub in Canberra for The National Archives of Australia, delivering high-volume, high-quality digitisation to the Archives’ preservation specifications. This multi-million dollar commitment across 4 years ensured the most at-risk collections were quickly digitised for preservation and publishing.
These projects demonstrate experience managing substantial volumes while addressing the security, technical and quality requirements that make government digitisation complex.

4. Storage, reinstatement and delivery
Large collections may need to be held and processed over an extended period. The provider must be able to manage incoming, in-process and completed records without compromising security, traceability or the continuity of the project.
RFQ considerations:
These requirements should be specified before production begins. Clear acceptance criteria reduce ambiguity, support auditability and help ensure that the final deliverables are fit for their intended purpose.
Micro Image works with clients to establish project-specific production, storage, quality and delivery methodologies aligned with agreed specifications. Industry leading collection-specific disaster mitigation protocols are employed.
Assess capability, not just company size
For a major digitisation program, the right partner is one that can demonstrate the operating model, technical expertise, security controls and quality performance required for the project.
Micro Image combines specialist digitisation capability with experience delivering complex government projects at scale. Our approach is built around collaborative project management with client communication paramount, controlled handling, accountable processes, quality assurance and delivery against agreed requirements.
For procurement teams comparing providers, we welcome the opportunity to discuss our capabilities in detail. Evidence of our security credentials, storage arrangements, production methodology and quality assurance performance can be provided directly to support your evaluation.
If you are preparing an RFQ or evaluating options for a large-scale digitisation program, contact Micro Image to discuss your requirements and request further information.
