EDMS Moving Forward | Leaving legacy systems in the past

Legacy platforms are a ceiling, not a foundation

Legacy EDMS and bespoke repositories were built for storage and retrieval. They weren’t built for API-first integration, granular policy enforcement, automated classification or the metadata quality that analytics and AI depend on. Every year of deferral deepens the dependency, narrows the pool of people who can support the platform and makes the eventual migration harder.

The better question is no longer how to extend these systems, but how quickly agencies can move off them without compromising evidentiary integrity.

Migration is where records are won or lost

A like-for-like lift and shift just relocates the mess. A defensible migration treats records as evidence, preserving content, metadata, version history, relationships, permissions and audit trails. That means disciplined data mapping, reconciliation and validation before anything is decommissioned, with disposal authorities and retention rules applied during the move rather than retrofitted afterwards.

Done well, migration is also the best opportunity to rationalise: consolidate duplicate repositories, remediate metadata and retire systems that no longer earn their keep.

Paper: digitise to utilise (and retire), not to replicate

Digitising physical archives only pays off if the output is optimised (rich data capture and needs based utilisation) and effectively integrated. The target state is a single managed environment in which captured records carry reliable metadata, are searchable at full-text level and sit under the same access and retention controls as born-digital content. Where authorised, that allows physical holdings to be reduced rather than simply duplicated. Intelligent capture should do the heavy lifting on structured and semi-structured content, with quality assurance concentrated on the high-risk material: fragile, large-format and high-value records.

Built for what comes next

The case for moving on isn’t only cost avoidance. Clean, well-described, consistently governed records are the prerequisite for workflow automation, enterprise search, analytics and responsible AI. Agencies that put this foundation in place now can adopt new capabilities as they mature. Those that don’t will keep funding workarounds.

Security and governance have to be designed in, not assumed: role-based access, encryption, audit logging, data residency, supplier access, resilience, and alignment with Australian Government security and records requirements across the full lifecycle, including disposal.

Getting there

A phased path works best: assess the estate, prioritise high-value and high-risk records, migrate and capture under controlled procedures, validate, then decommission. Each phase should be proven before the next begins.
